How kit strings work

Rust Console items have shortnames - rifle.ak, wood, ammo.rifle - and a kit is just a list of shortname:amount pairs. This builder keeps the format valid (letters, dots, dashes; amounts 1 to 10,000) so whatever consumes the string never chokes on a typo.
